SuiteTax - Nexus selection on Sales transactions

Hello, We are testing SuiteTax in our sandbox and cannot figure out how SuiteTax is selecting Nexus on the transaction. We have a product setup which is in US subsidiary. This product is Non Taxable for all shipping countries except 5% tax is charged for Taiwan. When we enabled SuiteTax, legacy transactions for this product showed Taiwan as Nexus for Taiwan as shipping country with US subsidiary. If i create a new order, then US subsidiary default NExus is auto selected and we have to choose NExus Override to Taiwan to have 5% tax added. What configuration is missing
