Unable to void a bill payment with withholding tax using reversing journals

Hi

Our customer's requirement is to be able to void bill payment with withholding tax using reversing journal. According to the Withholding Tax Troubleshooting guide, this is not supported. We tried using a script to void a payment and create a reversed journal, but it does not work. We are searching for every possible solutions to this issue. Please advise.
