Manually-Overridden Ship Cost on IF Not Carrying on Invoice

For some of our orders, we cover the cost of shipping and use our UPS account. We receive the final rate from UPS and then manually key in the amount.

However, sometimes when we go to bill, the invoice's shipping cost is NOT the same as on the item fulfillment. It is not calculating it, but it's off by just a small amount. These are domestic shipments.

We do not have subsidiaries.

Any reason why this would be happening? My end user caught one from an IF she was individually billing. We usually do a batch.
