Reallocation - Permission Error

My team is having a puzzling permission error on the Reallocate Inventory page. It allows them to submit and save the reallocation, but before it does that, it shows a vague "You do not have permission to perform this action" message.

I don't see anything in their roles that should disallow this and it's even stranger that it's letting the record and changes go through.

Any ideas?
