Is there a way to trigger the SOAP Web Services Operations or Record Processing search?

I have one of each of these written, so I can run them or schedule them, but I really want to be able to have them send on creation when (number of) records <> (number of) records finished. Our integration runs every 15 minutes and if I don't see the failures right away, we get duplicate files. So, I was hoping to be alerted as soon as the updateList (action) on the salesOrder had some number of records not finish.
