Validation to limit List - Custom List Field

Is there a way I can do a validation on a custom list field for location? I want to limit the list only to Locations tied to a subsidiary.


When this subsidiary is selected only Locations assigned to that sub will show. Right now All locations show. Also when no subsidiary is selected it shows no locations. Basically act just like the a native location field. On this custom record form location is not a native field.
