Saved Search Results "Is Mine" not working for all users

I have a saved search where the criteria includes "Is Mine", it's to display Bills for Approval.

I have one Bill which is Pending Approval, assigned to our President. When he refreshes his reminder or click into the saved search - it doesn't appear.

If I edit the Bill to have myself as an the Approver - and I refresh the search/reminder - it works as expected.

My Audience is All Roles, so I'm not sure what else might be causing it not to appear for him.

I believe it's some limit with the Sales Manager role, as I can see it in all the other roles.
