AE:Problem with the permission of "Overide period restriction"

Hi,

All roles never had permission of "Overide period restriction" before, all functional, no problem,  however, these roles except administrator today all failed to edit the item fulfillment. After full "Overide period restriction" given, editable again. Why?

Moreover, even after this permission given, some roles still are unable to see the accounting period of item fulfillment, while some roles are able to see it, why?

Anyone can help?
