Ship To Screen Changed

Is anyone else noticed changes to the Ship To Screen this week? The Ship To Address used to be in the header. Now I am seeing in the bottom. And when I try to enter the freight, I get this error and Ship Via is not editable. And it seems to only be happening to our employees entering orders in Germany. I can't seem to recreate what they are seeing.
