NS wants to bill some items right away and others not until after they've shipped.

NS wants to bill some items right away and others not until until after they've shipped. Can we make it consistent regardless of what the customer orders?

eg: An invoice order with nothing but inventory items gets sent to the "to bill" queue only after the order shipped. An invoice order with nothing but assembly items gets sent to the "to bill" queue immediately after we put the order into NetSuite.
