Tax Rounding Different on Items with Same Price

I am seeing an issue where the sell price on items is exactly the same but it is calculating different taxes.


This is the current Tax Rounding Set Up. I have tried line level and transaction level and can't seem to get it to calculate correctly on any tax rounding combination. The above is on transaction level.

@Patrick Fresnosa-Oracle any ideas on how I can get this to calculate the same tax rates for the same prices?
