Can you set up inventory to show an item is committed but not allocate it to a specific SO?

We have tried to set up our inventory reports to show committed items. The issue is it will attach to a specific SO and will then not let us ship any other SO that requires that part.

We want to be able to look at what we have in stock, committed to sales orders and what needs to be ordered.
