Receive and deliver items as logistic service

Hello

One of our subsidiaries provides logistic service, which means we recive the shipment (items - boxes - ballets) and keep it in our warehouse till the customer asks us to forward to his logistic agent or to DHL, UPS, FedEx


My Question is

1- can I recive the items or shipment and deliver them without creating a bill and invoice because we are not the customer or seller here?

2- can I release the service charge based on the weight and dimensions of the shipment? (stocking fees - forwarder fees)?
