JE approval - 2 employees with same role - one can approve - another cannot approve

Hello Gurus!

I have a situation where a user with a role (accountant) cannot approve the JE. I assign the role to myself as an admin and then log into that role (accountant) and can approve.

The user does not have the approve button. What is causing this?
