How do I create Item Approval Workflow?

I need to create an Item number approval workflow as per the Sox Auditor requirement. The item number is created by the Revenue Manager. Once it is saved the Revenue Senior Director needs to approve it. From my understanding there is no approval routing template for item setup approval. The revenue manager should receive an email alter when it is ready for approval.
