quantity of prepayment by vendor

Hi Guys,

Do Netsuite have a way to control the quantity of prepayment a user generatefor a specific vendor? for example i want to block prepayments when the vendor have 2 prepayments open (Without being apply to a bill) so the user can not generate a third one.
