The Exchange Rate USD/TRY keeps changing all the time, with a very difference

One of the examples is that we have a different PayPal account in USD (this account gave us 16000$ and we paid 6000$ and 10,000$ which means the balance in USD = 0)

But still the balance in TRY (because it is the Basic Currency) shows a balance - (118,528.00) TRY ,

I add a new journal in USD currency to make the TRY =0

is what I did, right?
