Send email not working from workflow

Hey there!

I see there are quite a few topics about this subject and I've looked through the guidance provided. I'm not sure what I'm missing. I have an add button workflow with 2 states adding a sales order button to a proposal (estimate) custom form in the not for profit instance. I'm only recieving the email from "On Entry" when I really need it to send "After Record Submit". I don't want the person to be emailed unless the sales order form has been saved, and to not bother sending the email if they've cancelled. Here are some screenshots. Thank you!
