Check my work(flow)? Journal entry approval for JEs entered by specified user(s)

I have read the SuiteAnswers articles about workflows but it's still like learning another language. I want JEs created by specific users to require approval. I want the user to be able to edit their own JEs but require approval again after editing.

If I'm using a workflow, do I turn on "Require Approvals on Journal Entries" under Setup-->Accounting Preferences or not? I don't want approvals to be required for JEs created by admin because we have CC transactions (hundreds per day) syncing to NS as JEs and that integration profile is created/owned by and assigned to the admin. We previously had Require Approvals turned on and those CC transactions required approval. We don't want that.
