Allocate Orders Page Allows Committed Inventory with Firm Allocation to be Reallocated

Hi,

I have an order allocation strategy setup like this:

And sales order with a line item setup like this:

Why does the Allocate Orders page allow me to move the committed inventory to a different sales order?
