Shipping Item - Handling Cost

I set up a Shipping Item with HANDLING--PER ITEM DEFAULT CHARGE = 0.00

When I create a Sales Order with SHIPPING METHOD = New Shipping Item and change the Handling Cost , the new Handling Cost is not saved and saved with 0.0.

This is from the Sales Order System Information tab :

Do I need to change anything in my settings for the SO will be saved with the new Handling Cost ?
