Allocation Type on Kit/Packages

In ARM setup for a kit/package item I don't see the Allocation Type field. I want to set it to Exclude. Am I missing it somewhere? If the field doesn't exist for Kit/Packages, is there a workaround that would have the same impact?

Auto-expand kits is turned off in our environment.
