How to Create KPI Inventory budget by vendor Monthly average?

We have the KPI for inventory, which we have found is way too broad. It is for everything we carry which can be misleading if we invest in a couple of years' supply of an item. I would like to create a KPI that has 2 parameters.
- I would like to show the inventory figures by vendor code for a month vs the previous year. If we are above that value it would show on a condensed version on the dashboard.
- Ideally, for our business, we want to have 2 months of turns on hand (Last year but relative to this month & next month) (this can be different depending on the product line, more about that below). So I am looking to show what the value of two months of sales by vendor code, vs what we actually have. The goal is to see in a snapshot if we are overstocked for our board-level leaders on a specific product line (that we separate & track by vendor code).
