Why is the Report shows all lines of Sales Orders even when filtered to Partially Fulfilled?

I'm working on making a report that shows all open sales orders and what components are used. I used SuiteAnswers ID#69737 to help build this report. The problem I am running into is the status. The Pending Billing/Partial Fulfillment is checked on my pivottable it is pulling everything on the sales order and not just what is still open.
