Why is the To field not showing the newly created accounting year when copying a budget?

I opened a new accounting year in NS, but when I tried to copy the current year's budget to the new year, the year is not showing in the "to" dropdown menu. I cleared the cache, logged out and it is still not there. I verified that the year is available on the Budgets page. Any ideas as to why it won't show up to copy to?
