Why does Make copy of a Purchase Order does'nt work for a custom role?

The user clicks on "Make copy"


The copied Purchase order window appears on the screen, but there is no option to edit or save it.


This doesn't seem to be related to workflow - the workflow has been canceled and it still happens.

It mostly seems to be related to permissions as it works with the administrator role but not with this custom role.

This role has full permissions for purchase orders. What else can be missing?
