Why is the exchange rate different on the budget category?

Budget amount on transaction lines appears to be revalued at FX rate in day prior to day PO was raised. Any reason why?

Example: PO created on 05/10/2022, EUR currency (USD to EUR - 0.996955 fx rate)

Global Budget category in USD

Budget amount conversion is using 04/10/2022 USD to EUR - 0.98427
