How To Create A Search For Items With No Activity Other Than IAs?

I have tried various methods but cannot seem to find the right method / combination for something I though would be quite easy.

Basically I need to create a Saved Search that will return items that have a greater than 0 On Hand value AND have had NO activity other than IAs or Bin Transfers since we first started using NetSuite (over 4 1/2 years ago) .

Suggestions?
