How to Display Account and Tax ID in Po’s Accounting Tab

Purchase Order form defaultly has "Account" and "Tax ID".

But the default form doesn't display Accounting Tab and both still are not displayed after the Accounting Tab is displayed by adding a custom field there.

Why is this behaviour happening?

I would like to understand the specification.
