Why is my Journal Entry having error handling via workflow'

Hello, I am attempting to generate an error message via workflow when a user saves a journal entry with incorrect selections. I.E. if I choose a cash account and the user selects a fund/program. Just for example... the actual use case may differ slightly.

I am unable to generate the error message. I have my workflow set to trigger on create or save. The expression I am using is case when "account" = cash and "fund/program" is not empty.
