In Querying System Notes, why the data connector returns only data generated by myself?

Querying System Notes in our data connector returns only data generated by the same user logged into the ODBC driver. For example if I run a query, the data connector returns only data generated by myself (screenshot below)


Querying System Notes V2 in our data connector returns no data.


This behaviour is consistent with SuiteAnswers articles that only Administrators can view all system notes, as our data connector is assigned to a custom role. I have searched all the possible role permissions and can't find one that will override this behaviour. There is a 'Core Administration Permissions' checkbox on the Role form, but checking this causes the ODBC driver to error with '[NetSuite][ODBC 64bit driver][OpenAccess SDK SQL Engine]This data source is not accessible for roles requiring Two-Factor Authentication (2FA). Use a role that does not require 2FA'.
