How to set up a Workflow that blocks saving of Sales Orders based on Location value?

Hi!

Our sales team is requesting that Sales Orders will not allow saving if the Location field is populated with two specific locations. We can't inactivate these locations for other reasons. I've been trying to follow guides on workflows to achieve this but have not had success. Can someone walk me through how to set up this workflow?
