How to enable CSV job status alerts?

We currently import order files from our customers as a text file, and the csv job fails due to duplicate part numbers or invalid part numbers. We are looking to set up an alert when a particular CSV job fails. The job name changes according to the file name, and we would like to set up one of the following alerts:

  1. To alert an email address when the message is "0 of 1 records imported successfully". OR
  2. To alert the customer who uploaded the file by identifying them using the internal ID in the file.
