Disable Tax Code on Canada Purchase Order

why is the tax code show up on the Canadian subsidiary by default? is there a way to default? CA- Zero on the PO? Ideally I would like to hide it.

I am trying to create PO for Canadian subsidiary but Tax field is mandatory, we don't pay tax to our vendors.
