Resolve Invalid subsidiary reference key XX when Creating WITHHOLDING TAX TYPES

Hi Gurus,

I'm creating withgolding tax types with legacy for a Colombia subsidiary, I'm filling all the fields but when try to save says "Invalid subsidiary reference key 23" - This number belongs to a subsidiary that is a elimination one and it's not even in the same nexus (I tried already adding the nexus to that one) and I can create types for other nexus but not for Colombia

What can I do? I need to create other WH Types for this subsidiary
