Create Recurring Bills for rent payments

1) Does NetSuite allow to setup a contract and once approved, the recurring Bill payment schedule for the vendor is created on a set frequency ?

2) Can the Bill approval workflow be setup depending on the type of transaction ( higher approval limits based on transaction, ex: rent have higher limit than telephone) ?

3) I don't see memorize action under Create Bills. I can only see Go to Register action. Am I missing any permissions ?
