Create a Saved Search for all lots with zero quantity on hand across all locations

I'm trying to create a saved search to show all the lots that have been fully deprecated (zero on hand) across all locations. While I thought this would be straight forward it is not. I need zero on-hand across all locations at lot level and that seems to be the hard part.
