New to the NetSuite world but we are experiencing a problem nonetheless...

Planning Workbench is proposing planned purchase and work orders for items which have sufficient coverage based on the existing demand, current inventory and orders released for replenishment. Is there something we are missing or is this a normal situation? For example, one item currently has 15,000 pieces on hand, 3,000 committed and 60,000 on order yet the workbench shows a message proposing an additional order for 7,000.
