Can someone help me find this bundle? Smart Count Foundation

NetSuite Applications Suite - Installing the Smart Count SuiteApp (oracle.com)

I'm trying to install Smart Count Foundation bundle, the prerequisite to installing the Smart Count SuiteApp. But when I search for it, I can only find Smart Count Foundation test which is locked to me and not installed by anyone.

I've tried installing Smart Count SuiteApp regardless and it does indeed fail saying it requires the foundation bundle.
