Tax Item disappears on vendor record

Hi, Tax Item doesn't seem to be displaying on any of the forms even though it is enabled on the custom forms. Can any one confirm why this is so, I tried it on my stairway account and get the same issue.

Enabled to show on Vendor Form:

The Tax Reporting sub-tab is not displayed on the UI, when the page refreshes it shows up and then disappears:
