Invoice fails to save with project charges

I have an invoice that when selecting bill sales orders, will go and pull the charges relating to the project onto the invoice.

However when a user hits save an error is given stating

You cannot edit charge lines on invoices, cash sales, credit memos, or cash refunds.

NOTE: there is no scripting or workflow on either the invoice or charge records
