Prevent user from edit item rate on sales order item line

Hello all,

I have tried to create a workflow to set the display type of the column item rate field to "inline" in the sales order transaction. However, the workflow is not working because the user can select price level to "custom". As soon as the user select price level "custom", the column field becomes editable again. Any idea how this can be fixed please?
