"User Notes" saved search

Hi,

I'm trying to create a saved search to send a notification when a user note added to Tasks with a specific tile.

But when I create a user notes saved search (general one, without any criteria). Only user notes with my account as an author are displaying in the results.

Is this related to Roles and permission?

And how can I get all user notes (even added by other employees) in a saved search results?
