Planning workbench not generating correct Planned Purchase Order fixed lot multiple quantity

Hello, We swapped a bunch of items over to Fixed Lot multiples with a quantity of 24. i refreshed the repository but when i go to the item on my Planning Workbench. its showing a On-Hand Quantity of 31 which is fine, but it is setting a planned purchase order for 27 quantities. shouldn't this be set to any multiple quantity of 24, 48, 72 etc or am i not understanding how the fix lot mutliples work?
