Do Not Commit Items on Sales Orders

We have encountered times when we need to reallocate Items that were committed to a Sales Orders to other Sales Orders that are shipping earlier. What is the impact of when we Do Not Commit Items on the Original Sales Order? I noticed we are unable to generate a new work order from the sales orders. how do we trigger a new work order to be built and committed to the original sales orders?
