Update Manufacturing Run Rates

I am trying to import updates to the Run Rates on Manufacturing Routing but keep receiving the error '
A record with this ID already exists. You must enter a unique ID in order to create or update this record." What is the best way to accomplish this upload? I have checked the Overwrite sublists option as well for the import.
