Vendor Bill - workflow & import

Our custom vendor bill approval workflow has been working fine for us. Recently I started importing the bills instead of entering each one of them. Workflow has not been initiated for the imported bill.

Do I need to change the workflow or the import file to initiate the workflow? here is the screenshot of stage 1 workflow.
