How to reset 2FA without a verification or backup code?

Hello Gurus,

We have a user that normally uses a role that does not request 2FA, but he has a role that requires 2FA that he uses occasionally. When he switches to the 2FA role, it prompts him to enter a verification code.

He does not have 2FA set up, so he does not have the verification code nor the backup code. What can be done to get him signed in with the 2FA role?
