NetSuite Bill Capture-Available in Australia or NZ?

I see a link to NetSuite's Bill Capture on vendor bill pages:

The NetSuite account in question is in Australia though has a NZ subsidiary.

Previously, this feature was only available in the USA editions of NetSuite.

Has this changed?

Is this feature available in Australia or NZ?

Is it a paid feature?
