Prepaid Expenses Detail Report Access

Hi Gurus! This one feels like an easy issue to solve, but I can't seem to figure it out. We have a user trying to access a Prepaid Expenses Detail report. The report doesn't have any specific audience or access restrictions, and the user has at least View permissions for all report types. Despite this, they are getting a "You don't have access to this report" error. Please help!
